UTA0565 is a China-linked, state-aligned cyber-espionage threat actor. In September 2026, it targeted Asian government entities using Chinese- and English-language phishing lures themed around Hong Kong activist Chow Hang-tung and impersonation of organizations including the Center for American Progress and China Digital Times. The actor used convincing fraudulent websites, including legitimate decoy content and concealed exploit delivery components, to compromise visitors. UTA0565 exploited a chained zero-day attack involving CVE-2026-85046 and CVE-2026-87491 in Chromium-based browsers and CVE-2026-85880 in Windows. The chain enabled browser sandbox escape, code execution, and elevated privileges on affected systems. It deployed CLEANGULP, an obfuscated Windows backdoor capable of executing commands, enumerating processes, transferring files, and executing beacon object files. CLEANGULP establishes persistence through a scheduled task and uses encrypted HTTP-based command-and-control communications. UTA0565 used a core exploit framework also observed among other Chinese espionage actors, with customized payload-delivery and victim-facing components, consistent with sharing and adaptation of exploitation tooling in the Chinese cyber-espionage ecosystem.
