APT1, also widely known as Comment Crew, Comment Panda, and PLA Unit 61398, is a Chinese state-linked cyber espionage threat actor long associated with the People’s Liberation Army. The group is one of the most prominent early publicly documented PRC intrusion sets and has been tied to sustained intelligence collection and theft of sensitive commercial and strategic information from foreign organizations. APT1 is known for spearphishing-led initial access, including malicious email attachments, followed by extensive hands-on-keyboard post-compromise activity. Observed tradecraft includes use of the Windows command shell and batch scripting, process discovery with tasklist, network configuration discovery with ipconfig, network share discovery, local file collection, and use of publicly available malware for privilege escalation. The group has also used masquerading techniques, including naming malware to resemble legitimate software, and has registered large numbers of domains to support operations. Victimology indicates a strong focus on espionage against organizations of strategic and economic value, including government-related targets, industrial and critical infrastructure environments, and technology-linked entities. APT1 has been specifically associated with theft of project files related to pipeline management and SCADA environments, underscoring interest in industrial systems and operational technology-adjacent data. Reported targeting spans multiple countries, with notable activity against the United States and other states in Asia and beyond. APT1 has also been discussed in relation to broader Chinese intrusion ecosystems and infrastructure overlaps with other malware and campaign clusters, including PlugX-related activity, though only direct high-confidence associations should be treated as definitive.
