U.S. authorities allege that Amir Yaryab oversees its Cyber Operations Command and associated units, including Shahid Hemmat and Shahid Shushtari, and directs or controls IRGC-CEC-affiliated groups including CyberAv3ngers, Dadeh Afzar Arman (DAA), and Mehrsam Andisheh Saz Nik (MASN). These entities have been linked to cyber and cyber-enabled information operations against critical infrastructure and organizations in the United States, Europe, and the Middle East. Reported targeting includes defense, telecommunications, energy, financial services, water and wastewater utilities, transportation, healthcare, news, shipping, and travel. CyberAv3ngers activity attributed to IRGC-connected actors included compromises of exposed industrial-control devices used by water and wastewater organizations. The intrusions exploited weak or absent device authentication and involved modifications to industrial-control logic, device configurations, remote-access credentials, and operator-interface displays, creating potential disruption to physical processes and complicating recovery.
