RedFoxtrot, also known as Red Foxtrot and Nomad Panda, is a Chinese state-linked cyberespionage threat actor associated with the People’s Liberation Army’s Unit 69010 in Ürümqi, Xinjiang. Its targeting includes telecommunications, government, defense, aerospace, and space-related organizations in Asia. Identified Indian targets include a state-owned enterprise involved in nuclear, space, and defense activities. RedFoxtrot operations include compromising Internet-facing systems, exploiting vulnerabilities to obtain Active Directory authentication data, maintaining persistence through web shells, and moving laterally within enterprise networks. Its malware ecosystem includes attributed PlugX variants, ShadowPad, and PcShare, reflecting its use of backdoors and tools available to multiple Chinese intrusion groups. RedFoxtrot shares victimology, infrastructure, and tooling overlaps with the separately tracked UAT-7290 cluster. Some Moshen Dragon activity also overlaps with RedFoxtrot and Nomad Panda. These overlaps do not establish UAT-7290 or Moshen Dragon as aliases or subordinate groups of RedFoxtrot.
