APT10 is a China-linked cyber espionage threat actor widely tracked under aliases including menuPass, POTASSIUM, Stone Panda, Red Apollo, and CVNX. Public attribution has linked members of the group to activity conducted in association with the Chinese Ministry of State Security, specifically the Tianjin State Security Bureau. The actor has been active since at least 2006 and is known for long-running intelligence collection and intellectual property theft operations against commercial enterprises, managed service providers, and government entities worldwide. APT10 is particularly associated with large-scale supply-chain and service-provider intrusions, including campaigns that used managed service providers as intermediaries to reach downstream victims. Reported targeting has included aviation, space and satellite technology, manufacturing technology, oil and gas exploration and production technology, communications technology, computer processor technology, maritime technology, and U.S. government information. Victims have spanned numerous countries, including the United States, United Kingdom, Japan, India, Germany, France, Canada, Brazil, Sweden, Finland, Switzerland, and the United Arab Emirates. The group has also been linked to theft of personally identifiable information relating to U.S. Navy personnel. Tradecraft associated with APT10 includes spear-phishing for initial access, use of modular backdoors and second-stage payloads, credential theft, lateral movement, code injection, DLL sideloading or hijacking, and extensive defense evasion through custom packers, obfuscation, encryption, and fileless execution techniques. Reporting has linked APT10 to tooling and operational overlaps with the ChessMaster espionage campaign, including use of the ChChes backdoor, TinyX, and RedLeaves, as well as malicious shortcut files, PowerShell-based loaders, reflective loading, and abuse of legitimate credential-recovery or remote-administration utilities. These operations reflect a mature espionage capability focused on persistent access, internal expansion, and theft of sensitive business, technological, and government information.
