Free Civilian is a threat actor name used in operations targeting Ukraine during the opening phase of Russia’s full-scale invasion in 2022. Although it presented itself as a hacktivist collective, it has been assessed as a front for Russian state-backed hackers. The group is associated with disruptive and influence-oriented activity against Ukrainian government interests, including website defacement and the attempted monetization or exposure of sensitive government and civilian data. Known activity attributed to Free Civilian includes the defacement of a Ukrainian government portal and offers to sell databases purportedly containing sensitive information on government entities and civilians. The group also appeared in broader hack-and-leak activity involving the publication or claimed publication of personal information belonging to large numbers of Ukrainian civilians. This behavior aligns with information-warfare and espionage-supporting objectives rather than conventional financially motivated cybercrime.
