DEV-0230 is a financially motivated ransomware affiliate associated with the Conti ecosystem and regarded as one of the most prolific and successful Conti affiliates. The actor is notable for authoring the leaked Conti Manual and for developing and deploying multiple ransomware payloads, including FiveHands and HelloKitty, before later shifting to QuantumLocker. DEV-0230 commonly obtained initial access through BazaLoader infections, reflecting close operational overlap with the broader Trickbot/Conti criminal ecosystem. As a hands-on-keyboard ransomware operator, DEV-0230 participated in the affiliate-driven model in which access, post-compromise operations, and payload deployment are separated from ransomware development. Reported activity links the actor to intrusion operations that progressed from initial access to ransomware deployment, consistent with human-operated ransomware tradecraft. The actor’s known behavior supports classification as a cybercriminal extortion actor rather than a state-sponsored group. Known aliases are limited to the DEV-0230 tracking designation in the available reporting.
